"Diesel locomotive" means a diesel engine vehicle designed to move cars
on a railway. “Fuel cap pressure decay test” means the test performed in accordancewith this Part on a vehicle’s fuel cap using a fuel cap pressure decaytester to determine whether the vehicle complies with the evaporativesystem emission standards of this Part.
