- R15-5, Definition of VOM Update, USEPA Amendments (January 1, 2014 through June 30, 2014) On March 5, 2015, the Illinois Pollution Control Board adopted amendments to Illinois air pollution regulations that are “identical in substance” (IIS) to exemptions to the federal definition of volatile organic material (VOM) adopted by USEPA. - During the comment period, the Board received one comment, from the American Coatings Association (ACA), urging the Board to adopt the exemption of AMP. - The Board declined to follow this suggestion, explaining that the Administrative Procedure Act does not allow an incorporation that would have the effect sought by ACA. - Opinions and orders of the Board...
