referred to as the “Flexographic Printing Rule.” The adjusted standard is requested from theportion of the Flexographic Printing Rule which requires flexographic printers use waterbased, compliant inks that either contain no more than 40% volatile organic material (VOM)by volume or contain no more than 25% VOM by volume of the volatile content of the ink.

2expedited ruling, which was filed on November 30, 2000.
