The higher levels of TDS in petitioners’
effluent come from air pollution control equipment that petitioners were required to install anduse under a Consent Decree with the United States Environmental Protection Agency (USEPA),the State of Illinois, and several other states.
Next, the Board sets forth the TDS water quality standards from which
petitioners seek continued relief: the TDS general use water quality standard and the TDSsecondary contact water quality standard.
