Abstract:	ILLINOIS POLLUTION CONTROL BOARD April 20, 2006IN THE MATTER OF:PROPOSED NEW 35 ILL. I disagree with the majority on the “required-to-be-adopted” portion of the majority opinion. I agree with the majority concerning the Board’s authority to consider whether or not a proposal filed pursuant to Section28.5 may proceed under that provision.
