We respectfully disagree with the majority decision regarding reconsideration .
We
would grant the motion to reconsider filed by petitioner and, for the reasons expressed in ourMarch 21, 1996 dissent, reverse the Agency's denial of permits for Watts' Taylor Ridgefacility.
We do agree that the respondent's motion to reconsider was properly denied as the
motion has not pointed to any error in the Board's original decision nor presented new facts orarguments regarding the Agency's position .
For these reasons, we respectfully dissent . ...
