The Board vacated the Kankakee County Board’s (County Board) January 31, 2003 decision granting an application for expansion of a pollution control facility owned and operated by Waste Management of Illinois, Inc. for the facility located in Kankakee County, Illinois. The Board found that the County Board lacked jurisdiction to review the siting application.

Since the
County lacked jurisdiction, the Board vacates the decision by the Kankakee County Boardgranting siting for the expansion of the facility owned and operated by Waste Management.
On June 2, 2003 and July 3, 2003, Watson filed a brief and a reply.
The County argues that the briefs should be stricken because both briefs exceed the
page limits set forth in the Board’s procedural rules and Karlock’s brief was received by theCounty after the deadline set by the hearing officer.
