the construction of the facilities specified in para—graph 1 of this Order no later than July 1, 1972.

new sewers or other sources of waste to its facilities,or any increase in the strength or concentration of wastesdischarged to its facilities, until it demonstrates to theAgency that’~itis in full compliance with the requirementsof SNB-14 with respectto overloads, bypasses, and theprovision of advanced waste treatment.
