We have recciveci a petition by the Home Builders Associationof Illinois and signed by over 200 persons, together with memorandum of facts in suppcrt of the proposed regulation, proposing theadoption of a Rule 604 which would require, in effect, that whensewage treatment facilities reach 80 of capacity, sewage treatmentplant operators would propose a plan for improving capacity of thefacility and that said plan would be implemented when the facilityreaches 90 of its capacity.
