We have recciveci a petition by the Home Builders Association
of Illinois and signed by over 200 persons, together with memoran-
dum of facts in suppcrt of the proposed regulation,
proposing the
adoption of a Rule 604 which would require,
in effect, that when
sewage treatment facilities reach 80
of capacity,
sewage treatment
plant operators would propose a plan for improving capacity of the
facility and that said plan would be implemented when the facility
reaches
90
of its capacity.
The submission satisfies the statutory
requirements for consideration of a regulation and, accordingly,
hearing will be set on the proposed regulation consolidated with
pending #R71-19 in matter of: Sewer Connection Bans.
