variance could be granted if a specific plan could bedeveloped for use of an air curtain destructor in the disposalof a part of the diseased elm trees now standing in the Cityof Galena.
The parties will
be ordered to submit, jointly or separately, a detailed planfor disposal of the wood wastes.
The City of Galena and the Environmental Protection Agency shall,
jointly or separately, submit a plan for disposal of the woodwastes which are involved in this proceeding.
