What the Agency seems to have done in this case was to fully
incorporate into the permit those levels (and the burning rate) ofpollutants found by Hyon in its actual tests.
And what would be the concentration
of pollutants in the waste gases at the higher burning rate? But we must make certainthat dangerous metals or other substances are not released inquantities so as to harm persons or the environment.
