On December 6, 1977 Petitioner requested a variance fromthe water quality standard for total dissolved solids containedin Rule 203 of Chapter 3: Water Pollution of the Board’s Rulesand Regulations.
The petition is inadequate in two respects.
First, it fails to assess the environmental impact of this
