Although the revision of Rule 301 adopted by the Boardon July :7, 1977, is a necessary improvement, I must renewmy dissent filed June 8, 1977, for the reasons set forththerein because there is simply no authority in the Environmental Protection Act for the Board to promulgate equiPmentstandards as has been done in Rule 301.
