Although the revision of Rule 301 adopted by the Board

1977,

is

a necessary improvement,

I must renew

my dissent filed June

1977, for the reasons set forth

therein because there

is simply no authority in the Environ-

mental Protection Act for the Board to promulgate equiPment

standards

as has been done in Rule

301.
