First, it fails to describe the length of time for which a
variance is needed as required by Procedural Rule 401(a) (1).
Second, it fails to describe a program whereby Petitioner will
come into compliance with the water quality standards as requiredby Procedural Rule 401(a) (6).
If these inadequacies are not
