and the Board’s Procedural Rule 328 clearly establish thatthe Board must provide a court reporter to transcribe theentire hearing and must file a complete transcript as part ofthe record for public inspection.
Receipt of the Stipulation and Proposal for Settlement
and any public comment shall be recorded in the transcript.
