However, Stepan and the Agency note that progress in resolving this dispute has been
made over the last three months, and that a stay of the proceedings, including a stay of thescheduling of a hearing and of the filing of the Agency’s answer and record, is needed toconserve the resources of the parties and the Board while settlement discussions continue.
The Board grants
the motion for stay of the proceedings until July 3, 2001, that is, until 180 days from the dateof this order.
