    ORDER OF THE BOARD (by C.A. Manning):
    On
    December 27
    , 2000, Stepan Company (Stepan) filed a petition for review, a waiver
    of the decision deadline, and, along with the Illinois Environmental Protection Agency
    (Agency), a joint motion to stay the proceedings.
    Stepan notes it has filed a petition for review of certain conditions contained in a Clean
    Air Act Permit Program (CAAPP) permit granted by the Agency, in order to preserve its right
    to appeal in this matter. The Board accepts this matter for hearing.
    However, Stepan and the Agency note that progress in resolving this dispute has been
    made over the last three months, and that a stay of the proceedings, including a stay of the
    scheduling of a hearing and of the filing of the Agency’s answer and record, is needed to
    conserve the resources of the parties and the Board while settlement discussions continue. The
    stay requested is open-ended, and Stepan has filed a waiver of the Board’s decision deadline
    until 120 days after such stay is lifted.
    The Board declines to grant a stay for an indefinite period of time. The Board grants
    the motion for stay of the proceedings until July 3, 2001, that is, until 180 days from the date
    of this order. Accordingly, pursuant to Stepan’s waiver, the decision deadline is now October
    31, 2001. The parties are free to seek an additional stay of this proceeding, provided that
    settlement discussions continue and any additional request for stay is accompanied by an
    additional waiver of the decision deadline.
