As a preliminary matter, the Board notes that the adoption of thegasoline volatility rule in R88—30(A) followed ample public notice andcomment.
The
other method of measurement contained in Section 215.585(e), which is themethod currently approved by LLSEPA to measure the RVP of gasoline, is themodification of ASPI D323 known as the “dry method”, as set forth in 40 CFRAppendix E.
