Sections 182(b) and (C) of the federal Clean Air
Act (CAA), as amended in 1990, require the use of I/M programs inareas not meeting the national ambient air quality standards(NAAQS) for ozone or carbon monoxide.
That statute provides authority for the Agency to
implement an enhanced I/M program and meet U.S.
EPA’s
requirements for such a program.
