Section 9.1(e) ofthe Environmental Protection Act (Act) requires the Board to adoptregulations which are “identical in substance” to exemptions from the definition of“volatileorganic material” those compounds that USEPA has found to be exempted from regulation understate implementation plans for ozone due to negligible photochemical reactivity.
However, USEPA did not amend its definition or exemptions during this period.
