In its petition, Charleston requested a hearing on its petition pursuant to 35 Ill. Pet. at 3, exh. B.APPLICABLE REGULATIONS AND REQUESTED RELIEFCharleston’s existing plant produces water that meets existing drinking water qualityregulations for turbidity. Thus, without the relief provided in a variance, Charleston will have to produce waterwith an NTU of 0.3 or less 95% of the time by December 31, 2001.
