The labels are designed,
printed, varnished, cut to size, and packaged according to customersrequirements.
Varnish is applied to approximately one-half of the labels made
at the facility to produce a glossy finish and to make the labels water-~and scuff-resistant.
If Petitioner determines that one of these varnishes
is acceptable from the standpoint of both cost and suitability forPetitioner’s requirements, it will begin ordering the new varnish nolater than March 31, 1976.
