  • The proposed rules were published in the Illinois Register
on September 23, 1988 at 12 Ill.
  • The Board wishes to acknowledge the contributions of
attorney assistants Elizabeth Schroer Harvey and John M.
  • Vandlik,
as well as the rest of the Board’s legal staff, to the draftingof these rules and the supporting opinion.
  • The rules were then submitted to the Joint
Committee on Administrative Rules (JCAR) for second noticereview.
  • The
Board does so in a spirit of cooperation with the members ofJCAR, although it could simply ignore the objection and adopt therules.
