Subsequent to our principal decision in this case on March31, 1971, we have received an inquiry from the District regardingthe interpretation of the portion of our order forbidding newsewer connections until the District complies with the law andregulations.
While it would save time to answer
inquiries such as the present one without waiting to accumulatea record in accordance with the Environmental Protection Actand our procedural rules, we think the Act does not permit us torender cx pane advisory opinions as to matters that may be ofimportance to other parties.
