NOW COMES Petitioner, NU DEAL OIL COMPANY, pursuant to Section 57.8(i) of the
Illinois Environmental Protection Act, 415 JLCS 5/57.8(i), and hereby appeals the Agency's
final decision, refusing to approve the application for payment, and in support thereof states as
