NOW COMES Petitioner, GBL PROPERTIES, INC., pursuant to Section 57.7(c)(4) of
the Illinois Environmental Protection Act, 415 ILCS 5/57.7(c)(4), and hereby appeals the Illinois
Environmental Protection Agency's final decision, modifying a plan and budget, and in support
