- In this case, the complainant alleges that on January 21, 2014, respondent violated
Sections 21(p)(1) and (7) of the Act (415 ILCS 5/21(p)(1) and (7) (2012)) by causing or allowing
litter, and causing or allowing the deposition of general construction or demolition debris, or
clean construction or demolition debris.

failed to timely file a petition. Accordingly, the Board finds that respondent violated Sections
