The Illinois Pollution Control Board on January 22, 2004, adopted a final opinion and
order in the rulemaking entitled Brownfields Site Restoration Program, Amendments to
35 Ill.

- The
BSRP offers reimbursement by the State for the costs of voluntary remediation of
contamination at an “abandoned” or “underutilized” property, so long as the remediation
would lead to a “net economic benefit” to the State.
- Under the BSRP, the IEPA administers the program and remediation applicants may
appeal final IEPA decisions to the Board.
- The Board held two public hearings in R03-20.
