In this case, the People allege that respondent violated Sections 21(d)(2) and
31(a)(7.6) of the Act (415 ILCS 5/21(d)(2) and 31(a)(7.6) (2012)) and Section 703.121(a) of theBoard’s Waste Disposal Regulations (35 Ill. See 35 Ill. Adm.
