INTRODUCTION
At the direction of the Illinois Pollution Control Board ("Board"), the parties returned tohearing on evidence related to four discrete questions listed by the Board in its March 1, 2012ruling on Respondent Packaging Personified Inc.'s ("Packaging's") Motion for Reconsideration.
