As you know Public Act 96-1416 provided for thefirst time the statutorylanguage that governshow CCDDsites are regulatedand monitoredin Illinois. The exclusion of ground water monitoringrequirementsin therules adoptedby theIPCB on August 23Kof thisyear unfortunately fallshortof what thelegislature hadintended when draftingthisbill. It is my sincere hopethat the Board willtake intoconsideration the additional informationpresented inthissub-docket andpropose anamendment to the existing CCDD rulesthat will include groundwater protections.
