economically reasonable measures to avoid or minimize the extent of the proposed increase inpollutant loading have been incorporated into the proposed activity.” For the reasons below, theBoard accepts petitioners’ petition for hearing.
Petitioners’ petition also states that they are so situated as to be affected by the permitted
facility and includes a copy of the issued permit.
