STATUTORY AND REGULATORY BACKGROUND
Prior to the enactment of Public Act 97-1081, Section 22.2(l) of the Act provided inpertinent part thatBeginning January 1, 1988, the Agency shall annually collect a $250 fee for eachSpecial Waste Hauling Permit Application and, in addition, shall collect a fee of 2$20 for each waste hauling vehicle identified in the annual permit application andfor each vehicle which is added to the permit during the annual period.
