On April 19, 2012, the Board submitted its first-notice proposal without substantive
amendment to second-notice review by the Joint Committee on Administrative Rules (JCAR)(see 5 ILCS 100/5-40(c) (2010)).
At its meeting on May 15, 2012, JCAR issued its certificate of
no objection to the Board’s proposal.
