without substantive amendment to second-notice review by JCAR (see 5 ILCS 100/5-40(c)(2010)).
In the opinion below, the Board first provides the procedural background of this
rulemaking before briefly summarizing its first-notice opinion and order.
Also on August 4, 2011, the
hearing officer issued an order scheduling a first hearing in Springfield on October 6, 2011, witha deadline of September 22, 2011 to pre-file testimony; and a second hearing in Chicago onNovember 17, 2011, with a deadline of November 3, 2011, to pre-file testimony.
