for reconsideration is to bring to the court's attention, inter alia, errors in the court's previousapplication of the existing law. Adm. Code 105.212, sets forth therequirements of the Illinois EPA's record. The Illinois EPA technical staff did not rely upon the documents listed on pages 116.117of the record. The documents were not considered when making the decision and should be excludedfrom the Illinois EPA record.
