stated, the IEPA deliberately chose to keep consultants in the dark in the time leading up to therulemaking; and if it were not for the IPCB, we would likely have no voice at all.
e) Within 45 days after initial notification to lEMA of a release plus Z~ days, the owner or operator
must submit to the Agency the information collected in compliance with subsection (d) of this Sectionin a manner that demonstrates its applicability and technical adequacy.
