All references herein to "Draft Permit Condition" refer
to the draft permit conditions as numbered in the Revised Draft Permit.
It is understood by this introductory paragraph that all non-mobile material handling
equipment not named is included under the general term "bulk solid materials terminal," and thatsuch equipment, unless otherwise indicated in the permit, is subject to Title 35 IllinoisAdministrative Code ("35JAC") 212.123, having been instaJled prior to April 14, 1972.
