FACTUAL BACKGROUND
Closure and Post-ClosureOn June 15, 1994, the Agency approved transfer of ownership and operating rights for asolid waste management facility from Streator Area Landfill, Inc. On January 16,1996, the Agency certified that the facility had closed and begun 15 years of post-closure care onOctober 9, 1994. The permitteddowngradient wells are designated as G101, G104, G105 and G106.” Id.; see id.
