In this case, the People allege that respondent violated Sections 12(a) and (f) of the
Act, (415 ILCS 5/12(a) and (f) (2008)) by causing, threaten or allowing the discharge ofcontaminants into waters of the state, by failing to comply with the conditions of its NationalPollution Discharge Elimination System permit, and by causing water pollution.
