In this case, the People allege that respondents violated Sections 21(a), (e), and (p)(1)
of the Act (415 ILCS 5/21(a), (e), (p)(1) (2008)) by causing or allowing the open dumping ofrefuse and waste in a manner that resulted in litter, and by disposing or abandoning wastes at asite that does not meet the requirements of the Act.
