That statutory provision requires the Board to exclude from the
definition of VOM those compounds determined by USEPA to be exempt from regulation underthe state implementation plans for ozone “due to negligible photochemical reactivity.” 415 ILCS5/9.1(e) (2008).
In addition, Section 9.1(e) of the Act requires the Board to conduct this
rulemaking pursuant to the provisions of Section 7.2(b) ...
