Based on the record before it, the Board finds that, because of the deficiencies in
Westwood’s petition, amended petition, and response, the Board cannot presently proceed tofurther evaluate making a determination that the steelmaking slag fines are not a waste or that anadjusted standard from the definitions in Parts 807 and 810 is warranted.
