In this case, the People allege that Kraft violated Section 12(a), 12(d), and 12(f) of
the Act (415 ILCS 12(a), 12(d), 12 (f) (2008)) and the Board’s regulations at 35 Ill. See 35 Ill. Adm. Code 103.300(a). Under the proposed stipulation, Kraft doesnot admit the alleged violations, but agrees to pay a civil penalty of $84,570.00. See 415 ILCS 5/31(c)(2) (2008); 35 Ill.
