The purpose of the proposed rule is to cover a gap in the Board's existing regulations
and allow for the closure of Ash Pond D, a surface impoundment which managed coalcombustion waste at Ameren's Hutsonville Power Station located in Crawford County, Illinois.
The ash
ponds are not landfills as defined in the Board's solid waste regulations.
