On August 26, 2009, the parties filed a “stipulation of settlement
and dismissal of respondent’s petition for administrative review.” Under the terms of thesettlement, respondent admits to violating Section 21(p)(3) of the Act by causing or allowing theopen dumping of waste resulting in open burning, and agrees to pay the statutory civil penalty of$1,500 for this violation.
