A complaint is
duplicative if it is “identical or substantially similar to one brought before the Board or anotherforum.” 35 Ill. Comp. para. 4. The complaint describes that a loud, high-pitched noise is emitted when the airconditioners “kick on”, which is about six to ten times per hour in the summer. Complainants also “expect reimbursement for these ‘clean up’ costs” for noise abatement. C “rendering” of compressors’ location and installation.
