rulemaking proposal in this docket under the “fast-track” procedures of Section 28.5 of theEnvironmental Protection Act (Act) (415 ILCS 5/28.5 (2006)).
In an order dated May 17, 2007,
the Board concluded that the Agency’s entire proposal was not “required to be adopted” by theClean Air Act (CAA).
